If the Secretary of State does not receive an application from a ballot printer or ballot on demand vendor before the expiration of the biennial inspection, it will become decertified effective immediately. Prior to the expiration, each ballot printer and ballot on demand system vendor shall submit a new application. All ballot printers and ballot on demand systems that have received Secretary of State Certification prior to the adoption of these regulations shall maintain their status as certified until two years from the date of their last successful biennial inspection. The provisions of this chapter also govern certification of ballot printers, ballot on demand systems, ballot on demand jurisdictions and the biennial inspection of ballot printing and storage facilities for ballot cards. The procedures specified in this chapter shall govern the manufacture, finishing, quality standards, distribution and inventory control of ballot cards for use in California elections.
